Who We Are.

Andres Power is a seasoned strategist and policy specialist who has overseen the development and implementation of transformative initiatives to tackle San Francisco’s greatest challenges, including land use and transportation projects, public safety, economic development, government reform, and the City’s response to the pandemic.   

Prior to founding West Advisors, Andres spent six years as the Policy Director for Mayor London Breed, working across city departments to lead the development and implementation of major initiatives.  He also served in senior policy roles in both the Mark Farrell and Ed Lee administrations, and served as a key aide and advisor to State Senator Scott Wiener in his time in both the State Senate and at the Board of Supervisors.  Andres started his career at the San Francisco Planning Department creating the award-winning Parklet program, which has since been replicated in cities across the country.

Some of Andres’ most notable projects while in government include: 

  • Leading the housing element certification, associated zoning updates, and regulatory compliance with the State, leading to San Francisco’s first ever designation as a pro-housing jurisdiction.

  • Led multiple legislative initiatives to support San Francisco’s economic recovery, including incentivizing office to housing conversions and waiving fees and taxes in support of downtown revitalization.

  • Drafting multiple successful ballot measures on wide-ranging topics from small business permitting reform, to public safety and public health reform, and to expansion of public parks and open space.

Andres is a graduate of Brown University, and received his Master’s in City Planning from MIT.

Jeff Cretan is a trusted strategic communications and political expert who has led public affairs and crisis strategy in local and state government. He led San Francisco’s pandemic communications response and managed complex strategies in land use, economic development, public safety, health, homelessness, and more.  

Prior to founding West Advisors, Jeff served for six years as Communications Director for San Francisco Mayor London Breed, leading Citywide communications through unprecedented crises, launching numerous first in the nation initiatives, and directing strategic efforts at over sixty city departments. He previously served as Communications Director and Senior Advisor for California State Senator Scott Wiener, helping to launch transformative policies in the State Senate and on the San Francisco Board of Supervisors. Jeff has also worked in the San Francisco City Attorney’s Office as an Investigator. 

Some of Jeff’s most notable efforts while in government include: 

  • Leading citywide communications during the COVID-19 pandemic, including overseeing both internal and external communications of San Francisco’s nationally-recognized public health response.

  • Delivering groundbreaking housing policy strategies at the local and state level, including passing aggressive pro-housing policies that have eliminated regulatory burdens and obstruction.

  • Serving as the strategic lead with both private sector and non profit organizations to promote impactful, effective partnerships, including large development projects, community investment programs, and major events. 

Jeff is a graduate of the University of California-Berkeley with a Masters Degree in Creative Writing from the University of San Francisco.
